NORTHWEST ECONOMIC OUTLOOK SYMPOSIUM
Expectations
for the economy in 2005 will be the topic of the 4th annual Northwest
Economic Outlook Symposium that will bring together
top national and northwest economic forecasters to discuss what lies
ahead for the national, regional and local economies. WSU Extension
cosponsors the annual symposium.
The symposium will be held on Friday, November 19 at the new Greater
Tacoma Convention and Trade Center starting at 9:30 am. Featured
speakers include Michael Donnelly, principal and senior economist
for Global Insights, Inc., the preeminent economic national forecasting
firm; Rajeev Dhawan, director of economic forecasting, Robinson College
of Business at Georgia State University; and a panel of economic
forecasters from northwest states.

CBDD RURAL TELEWORK PROJECT FEATURED
The Washington Economic Development Commission WEDC requested assistance
from the CBDD in the design of a new Web “blog” to
facilitate more effective on-line communication and interaction
supporting the Commission's business. See the new
WEDC Web blog.
The first release of the Web blog features another CBDD led project
supporting development
of a seven county NW Washington regional e-work strategy. The project
goal was to assemble consistent information from throughout the
region that could be used to market the region as a location for
technology-related and information-based business development.

REGISTER FOR COMMUNITY DEVELOPMENT CONFERENCE
Online
registration is not available for the inaugural conference of the
National Association of Community
Development Extension Professionals (NACDEP). “Building Our Future Together” is
the theme of the conference, scheduled for February 15-18, 2005,
in Las Vegas, Nevada. Early bird registration fee is $235 for NACDEP
members and $270 for non-members. Early bird registration deadline
is November 15th.
MARK YOUR CALENDAR: WOOD UTILIZATION SOLUTIONS TO HAZARDOUS FUELS
Washington State University and the Pacific Northwest
Research Station are hosting a two-day workshop December 14 and 15
in Spokane, WA
for forest managers, planners, economic and community development
practitioners, and forest products industry personnel. The workshop
presents technologies that may be implemented to utilize a variety
of wood fiber removed to reduce fire risk or restore forest health.
These technologies range from energy production to value-added opportunities.
The program will address volume and characteristics of wood fiber
required, costs of capitalization, range of production, market potential,
and supporting industry requirements. A
workbook designed to provide information for local or regional utilization
technologies will be distributed to workshop attendees.

SUMMARY OF WSU & NATIONAL OBESITY PREVENTION EFFORTS
This week
in Bethesda, MD, USDA Under Secretaries Joseph Jen, Research, Education
and Economics, and Eric Bost, Food, Nutrition, and Consumer
Services, hosted a historic first—a multi-agency conference
on obesity prevention. Agencies participating were the Food
and Drug Administration, the National Institutes of
Health, National Institute of Diabetes
and Digestive and Kidney Diseases
(NIDDK), and the Dept.
of Health and Human Services Office of Disease Prevention and Health
Promotion.
The conference was opened by Secretary of Agriculture Ann Veneman.

The themes of the conference were:
- Diet, Nutrition and Energy Balance
- Behavioral and Economic Science
- Exercise Education, Integrated Programs and Outreach
Attending this conference from WSU were Sue Butkus, Puyallup; Jill
Armstrong Shultz, Pullman; and Shirley Broughton, Snohomish County;
and Linda Kirk Fox. Other individuals from WSU working on the weight
management and healthy lifestyle approach to obesity prevention but
who could not attend the USDA conference are Suzanne Smith, WSU Vancouver,
and Sylvia Oliver, WSU Spokane.
Following the conference, a full day was devoted to forming two
or more multistate integrated research projects. The western region
ad hoc committee (W-1187) is co-chaired by Linda Fox, WA, and Ron
Pardini, NV. The North Central regional ad hoc committee (NCT-203)
is co-chaired by Dennis Saviano, IN, and Nancy Betts, NE. Approximately
40 individuals attended the post-conference meeting to focus on integrated
research which developed around these themes in obesity prevention/weight
management and healthy lifestyles:
- The role of the family in influencing children and youth weight
and weight related lifestyle factors
- Diverse populations, immigrant acculturation, and weight and
health management
- Regulation of energy balance and physiological and biological
factors of weight management
- Intervention programs and behavioral issues influencing
food choices and physical activity

RECIEPTS REQUIRED IF CLAIMING MEAL REIMBURSEMENT LESS THAN
PER DIEM RATE
We have noticed that many people claiming under per diem have
not been attaching their receipts to their Travel Expense Voucher
(TEV).
Any time a meal is being claimed under (less than) per diem the receipt
for that meal needs to be attached and sent in with the TEV. This
is a state requirement. Below is a statement from the Business Policies
and Procedures for everyone to review:
Meal Receipts: WSU does not require the submittal of receipts for
meal reimbursement if the standard meal rates are used. However,
if the traveler is being reimbursed on the basis of actual meal expenses,
the state requires that meal receipts be attached. (SAAM 10.40.20b)

Christy has accepted a new position in the Office of the Vice President
for Equity and Diversity as a Publications/Communications/Web Coordinator.
Christy’s new office will be in the French Administration Building
along with Mike Tate and Noele Cooper.
Change in Appointment:
Lizann Powers-Hammond, Benton County, returns
to 100% appointment following her 80% appointment this past year.
Lizann will provide
local and statewide leadership with our weight management and healthy
lifestyle initiative.
Roland Schirman, Columbia County, retires November 1st. The search
to fill the vacancy is moving ahead. In the meantime, Mark Heitstuman,
Asotin County, will provide county director leadership and program
oversight on a part time basis.
Vicki McCracken, Associate Dean for Academic Programs, CAHNRS, has
been asked to serve as Interim Associate President for Enrollment
Services effective the first week of November. An Interim Associate
Dean will be announced soon.
SCHEDULE
Next week Linda is in Pullman Monday through
Wednesday. On Thursday and Friday she will be in Albuquerque attending
the multistate research
project W-167 for which she serves as administrative advisor. Next
week Ed will be in his Spokane office next week.
