Financial
Support for 4-H Youth Development Work
Funds
In addition to tax funds provided
at the county, state, and national levels, private donors contribute
funds to aid the educational program and prestige of the 4-H
program.
The following policies pertaining
to fund raising help to maintain the high standards of the
4-H program:
- Funds raised in the name of
4-H Youth Development programs must be used in support of educational
programs for 4-H members and volunteers and in a manner consistent
with Extension policy. The use of private funds should reflect
favorably upon the 4-H Youth program and the donors.
- If use fees are assessed in
a local 4-H Youth Development club or program unit, they are
for the use of that unit for direct program costs. These fees
cannot be a barrier to enrollment.
- The 4-H name and emblem cannot
be used in connection with the endorsement of a commercial
product.
- All fund raising activities
for 4-H come under the jurisdiction of the General Solicitation
Act and Gambling Laws of the State of Washington. Each county
has a file on current regulations.
- Private funds for 4-H Youth
Development programs should be handled by a leaders council
or other designated group not by Extension faculty.
If a member of Extension must become involved in the handling
of funds, he is governed by University policies pertaining
to this responsibility.
- In general, contributions
to 4-H Youth Development programs are tax deductible as gifts
to a nonprofit, educational organization. Refer to the USDA
bulletin entitled, "Tax Exempt Status of 4-H Organizations
Authorized to Use the 4-H Name and Emblem" for detailed
information. This is available in the county Extension office
or from the State 4-H office.
- A careful accounting of all
funds identified with 4-H Youth Development programs will be
maintained. Audits can be requested by the 4-H Youth Development
faculty/staff at any time.
- Extension will cooperate
with commercial concerns on a county, district, or state basis
provided they desire to support the 4-H program without restriction
and follow the state guidelines and regulations. Final approval
must be granted by the State 4-H Program Leader.
