RFP FOR PRE-PROPOSALS – FORMATION OF AG ISSUE-BASED TEAMS
There is a call for pre-proposals as an initiative being launched by the WSU Extension Agriculture Program in conjunction with the CAHNRS Agricultural Research Center to stimulate the creation of issue-focused, interdisciplinary teams to address current and emerging issues impacting agriculture in the State of Washington. This effort is being funded from FY ’08 Extension Agriculture Program operating funds together with a pool of funds from the Agricultural Research Center. Funded projects will have a strong emphasis on outreach and will incorporate an applied research component.
The purpose of this effort is encourage the development of issue-focused teams that will be staged to compete for larger pools of competitive grant resources that are anticipated from state, federal, and private sources in the coming decade. Faculty participation is not contingent on having an Extension appointment but it is expected that the team be comprised of faculty from county, center and department locations. Participation by personnel from other agencies and organizations that add strength to the team is encouraged.
Pre-proposals are due June 15, 2007. Funded pre-proposals announced by
July 1. Full proposals are due by October 15. Funded proposals announced by November 1.
Pre-proposals and proposals will be selected for funding by a review panel.
Size of Awards: Successful proposals will likely be funded at $30,000 - $50,000. First phase will be selected pre-proposals to be funded at $1,500 - $3,000 each. Allocations will be made to the team leader(s) with an expectation that funds are to be expended to bring team members face-to-face in preparing a full proposal.
Successful full proposals will likely be funded at $30,000 - $50,000. Allocations will be made annually for 2-3 years to the team leader(s) with an expectation that funding will support efforts focused on the central issue being addressed by the proposal. Annual funding will be contingent upon demonstrated progress towards the goals addressed in the full proposal.

MEASURING EXCELLENCE IN EXTENSIO
Initiated in 2005 by the Extension Committee on Organization and Policy (ECOP), the Measuring Excellence in Extension Task Force has made marked progress in defining the elements of Extension excellence for institutions through a working group of evaluation specialists. Dr. Paul Warner, University of Kentucky, who leads this effort, presented the results at the February NED/A meeting. The documents from the effort are located on the Web at http://ces.ca.uky.edu/ces/documents_materials.htm . ECOP has approved a follow up effort based on the recommendations of this task force.
THE URBAN AGENDA
The 2007 North Central Region Urban Extension Conference will occur May 7-10 in Kansas City, MO. Attendees are expected to exceed 300 for this important discussion of “best practices” for CES among urban audiences. Dr. Nancy Zimpher, Chair of the NASULGC Board, and President, University of Cincinnati, is scheduled to participate in this conference. http://extension.missouri.edu/urbanconf .
Additionally, the NASULGC Commission on the Urban Agenda Summer Meeting to be held in Washington, DC, June 18-19. The conference will again be held jointly with the Urban Serving Universities (USU) and The Brookings Institute.
ENGAGEMENT AGENDA LEAD BY NASULGC Engagement, as a third standard for university operational involvement, is a focus of developing partnerships between Cooperative Extension and other groups within the National Association of State Universities and Land Grant Colleges (NASULGC).
The Council on Extension, Continuing Education and Public Service (CECEPS) is working to refine its approach to engagement while actively seeking the participation of CES representatives. The Commission on Outreach and Technology Transfer (COTT) is developing strong programs on universities and economic development. The Commission on Information Technology (CIT) is undergoing a transformation that seeks to have its members work with other NASULGC Commissions and Councils to obtain strong information technology outcomes for those groups. Plans are underway for an “Engagement Academy” to be established in 2007. A joint COTT/CECEPS meeting is scheduled for Kansas City, June 17-20.
