FEDERAL PLAN OF WORK 2007 – 2011
WSU Extension receives about $5 million from the federal government under Cooperative State Research, Education and Extension Service (CSREES), USDA. Each land grant university must develop a five-year Plan of Work, 2007-2011. This plan must describe our plan for use of Smith-Lever 3(b) and (c) funds. The planned programs in our Plan of Work (POW) not only frame future work, but they also serve to connect the CSREES POW to the WSU Extension strategic plan, the WSU strategic plan, and the priorities of the Governor of the Washington. Each planned program represents on broad goal of WSU Extension. Several programming activities will be conducted under each planned program. All activities will focus on achieving important economic, social and environmental improvements in Washington and beyond.

The Government Accountability Office defines a program as “any activity, project, function, or policy that has an identifiable set of objectives.” For the purposes of the Plan of Work, CSREES is allowing States to decide and define their own programs or unit of work because of the richness and diversity of programs and projects within programs in the State partnership.

Examples of programs can be found on the CSREES Website at http://www.csrees.usda.gov/nea/programs.html These programs are guided by eleven (11) National Emphasis Areas.

National Emphasis Areas

  • Agricultural and Food Biosecurity
  • Agricultural Systems
  • Animals and Animal Products
  • Biotechnology and Genomics
  • Economics and Commerce
  • Families, Youth, and Communities
  • Food, Nutrition, and Health
  • Natural Resources and Environment
  • Pest Management
  • Plants and Plant Products
  • Technology and Engineering

For WSU Extension’s POW 2007-2001, we have identified five broad POW programs:

  1. Enhancing economic opportunities for agricultural producers while protecting Washington's resources
  2. Building the Capacity of Washington Communities to Create a Desired Future
  3. Improving the Health and Wellness Status of Washington Residents
  4. Enabling Youth and Families to Achieve Social, Economic and Educational Success
  5. Enhancing Stewardship of Natural Resources and the Environment.

Our submission deadline for the POW is June 15th. After submitting the POW in the new online system, we will prepare a MS Word version (easier to navigate). That version will be distributed to all of you and posted to the WSU Extension web site within a few weeks.
