2007 FARM BILL FORUM AND LISTENING SESSION IN EASTERN
WA
WSU Extension
Administration would like to encourage your active participation
at the 2007 Farm Bill Forum and Listening Session, Thursday, November
3, 2005 from 1:00 – 4:00 pm. This
is your opportunity to ask questions and make your opinions known
regarding the 2007 Farm Bill as Secretary Johanns gathers public
input. Please plan to attend the forum and listening session
at Eastern Washington University in Cheney in the Showalter Hall
Auditorium.
Comments are being sought regarding the:
- challenges facing new farmers and ranchers as they enter
agriculture
- competitiveness of U.S. agriculture in global and domestic
markets
- appropriateness and effectiveness of the distribution
of farm program benefits
- achievement of conservation and environmental goals
- enhancement of rural economic growth
- opportunities to expand agricultural products, markets
and research.
The Secretary will listen to all subjects and it is not limited
to these six.
Driving and Parking Instructions: West Bound on I-90 - Take Exit
270 (Four Lakes). Travel on Hwy 904 for 4.5 miles. Right turn onto
W. Betz Road, (in front of Cheney Plaza). Betz Road becomes Washington
Street. Continue on Washington until you reach Red Barn Parking
Lot #18. East Bound on I-90Take Exit 257 (Tyler). Travel on HWY
904, for 11 miles. Turn left on Washington Street. Continue
a short distance until you reach Parking Lot #18 on left side of
road. Free Parking and Shuttle Service will operate from 11 AM
to 5 PM from the Red Barn Parking Lot # 18 at Seventh and Washington
Streets. Pick up and drop off in front of Red Barn Steps. Shuttle
will run continuously.

RESOURCES FOR CONDUCTING ANNUAL REVIEWS AND
PROMOTION & TENURE
REVIEWS
Attention all faculty and all supervisors of faculty (department
chairs, center directors, county directors and district directors),
two new resources are available to you.
First, a new document called “Policies and Procedures
for Evaluating Tenure-track Faculty Members: Tips for Faculty Members,
Mentors, Department Chairs, and Deans” is now available on
the Provost Web site under Manuals and Forms http://provost.wsu.edu/manuals_forms/index.html.
These guidelines are used to faculty because it describes what
to expect in the process, including helpful checklist. There are
also sections disputing what are referred to as “myths.” For
supervisors, the document is helpful in getting faculty off the
right start, beginning with the letter of offer and proceeding
through mentoring, annual reviews, and promotion and tenure processes.
Second, the video stream on October 12th for chairs was devoted
to annual review and evaluations. Archived video streams is available

TILTH PRODUCER’S ANNUAL CONFERENCE
Tilth Producers' annual
conference begins Friday, November 11, with a daylong symposium,
Alternative Energy on the Farm, drawing speakers on energy cooperatives
and buy-back programs, biodiesel, solar and wind energy, and small-scale

On Saturday morning, Dr Fred Provenza of Utah State University
will present his keynote address: The Role of New Science in Sustainable
and Organic Agriculture.

EPA AIEO LAUNCHES TWO TRIBAL INFORMATION WEB SITES
The Office of
Water's American Indian Environmental Office has launched two applications
for sharing tribal information.
The first is Tribal Windows to the Environment http://oaspub.epa.gov/tims/twe.html.
This site is a complement to the EPA Window to My Environment application
and includes all the information from that site, organized by federally
recognized tribes.
The second is Tribal Contacts Data System https://oasint.rtpnc.epa.gov/TIMS/contact_ro.html.
This site provides address mailing labels for Tribal Environmental
Leaders, Tribal Environmental Program Managers, and members of
the EPA Tribal Caucus. Addresses can be updated on a dynamic,
real time basis.
Users' guides for the two applications will be made available
upon request by sending an email to
liu.ed@epa.gov.
REQUESTS FOR SUPPORT FOR PROFESSIONAL DEVELOPMENT OPPORTUNITIES
Just
a reminder that requests for support for professional development
opportunities is covered on the Extension Polices and Procedures

the Personnel Section, Professional Development, State Support

“WSU
Extension supports employee engagement in appropriate professional
development activities. These activities include training provided
by Extension; active participation in professional organizations;
the reading of professional periodicals, trade journals, and books;
and attending professional meetings at the state, regional, and
national level as appropriate. While attendance at out of state
meetings is one form of professional improvement, it is neither
a requirement nor an expectation on an annual basis. Program Directors,
District Directors and Department Chairs will handle requests for
additional financial support of travel to meetings beyond that
already budgeted by county, district, or departmental resources
on a case-by-case basis. Employees should identify travel for professional
development in their Plan of Action and discuss the results at
their annual review. Send all financial assistance requests
beyond that already allocated in support of the employee to the
responsible Program Leader and District Director or Department
Chair. The Program Leader and District Director or Department Chair
will jointly approve or disapprove the request. All requests should
include a brief justification addressing the following: Name, time,
and place of the meeting; Purpose of the meeting; Benefit to the
unit (district, department, county, etc.) and the people of the
state; Benefit to the participant (refer to POA, if written into
a plan); Costs to be incurred-registration fees, room, meals, state
or county motor pool, rental car, airfare, etc.; and Identify cost-share
funding sources.”
PERSONNEL
Rebecca Armstrong, EEO Coordinator, has taken a position
with the Center for Human Rights. A search is in progress
for her position and screening began on October 21. Please
contact Becky Priebe with questions regarding searches and Sherri
Frederick with questions regarding the applicants, until the position
is filled.
Julie Semler, Fiscal Specialist in the Business and Finance Office,
has taken a position with the Institute of Biological Chemistry
effective November 7. Her position is posted through October
31. Jane Allenby and Becky Priebe will field questions until
the position is filled.
Please help us recruit candidates and/or apply for either position.
I would like to welcome Ellen Yeates who has joined the Agricultural
Research Center. She succeeded Janina Robbins. Ellen
is responsible for Multistate Research Funding (MRF) travel and
committees.
SCHEDULE
Linda will be in Seattle for the NAE4-HA Conference Monday
through Wednesday, in Cheney Thursday for the Farm Bill Forum and
Listening Session and in Pullman on Friday. Ed is in the Republic
of Georgia on an international assignment, returning to Spokane
on November 5th.
