Requisition Invoice (IRI) documents during Michelle’s leave.
Please continue to route as normal (addressed to Michelle). Electronic
TEVs should continue to be routed via email.
Turn around time for travel reimbursements may take an extra couple
of days. To help speed up the process, please take a few extra minutes
to review all TEVs for accuracy before sending them to help ensure
timely processing. Your assistance with this is greatly appreciated
by the BFO staff and the traveler.

CSREES HOSTS "OPERATION: MILITARY KIDS" RECEPTION
APRIL 6, 2005
Senator CHARLES E. GRASSLEY (R-Iowa.) will host an event on
Capitol Hill recognizing Operation: Military Kids, a national collaborative
effort established to support children and youth of deployed National
Guard and Reserve Soldiers. The event will be held on April 6, 2005
from 1:30 - 2:30 p.m. in the Dirksen Senate Office Building, Room
628.
Operation: Military Kids (OMK) Teams have been formally established
in 20 states highly affected by the deployments. (Additional states
may be added as deployments progress.) The Army Child and Youth Services
along with national youth serving organizations, schools, veterans
groups, community agencies, and businesses are working to form community
support networks for military youth…before, during and after
their parents' deployment. Lead by State 4-H Military Liaisons, OMK
State Teams are working to help citizens understand the impact of
the Global War on Terror on the children and youth of "citizen
soldiers." The goal is to involve these "suddenly military" youth
in peer support groups, and provide a variety of deployment outreach
services that will help reduce the tension on them and their families.
The OMK reception program will highlight the work of the OMK State
Teams and will include testimony from youth impacted by Operation:
Military Kids and representatives of National Guard and Reserve and
partner organizations. National partner organizations in Operation:
Military Kids include Army Child and Youth Services; National 4-H
Headquarters, USDA; Boys and Girls Clubs of America; Military Child
Education Coalition; and the National Association of Child Care Resource

CSREES HOSTS THE 75TH NATIONAL 4-H CONFERENCE
The National 4-H Headquarters
located in CSREES/USDA will host the 75th National 4-H Conference.
The conference will be held April 1-6,
2005 at the National 4-H Youth Conference Center in Chevy Chase,
Maryland. Known as the "Secretary's Conference," the National
4-H Conference continues to be the major annual youth development
for USDA. The National 4-H Conference serves as an avenue to assist
youth and adult leaders in developing recommendations to guide 4-H
programs nationally and in their communities. This year's theme, "Build
the Future—Tag, You're It", was chosen by youth and adult
members of the conference planning committee. The conference workshops
and
activities are designed to support the strengthening of youth and
adult partnerships, capacity building, and civic engagement.
Conference highlights include roundtable discussions, Capitol Hill
Day, 75th National 4-H Camp/Conference Anniversary Celebration, USDA
Assembly and breakfast reception, Spirit of Washington Cruise on
the Potomac River and the annual variety show. Conference delegates
will visit their Senators and Representatives on Capitol Hill. The
4-H Capitol Hill Luncheon/Reception, coordinated by the National
Center for Food and Agricultural Policy, will be held on Tuesday,
April 5 from 11:30 to 1:00 p.m. Also, conference delegates are invited
to attend a reception, celebrating Operation: Military Kids on April
6, 2005 from 1:30 to 3:30 pm at the Dirksen Senate Building, Room
628, sponsored by Senator Grassley of Iowa. Operation: Military Kids
is a collaborative outreach effort to provide support to children
and youth of National Guard and Reserve Soldiers before, during,
and after their parents are deployed. For more information about

JOHANNS ANNOUNCES EXPANSION OF BSE RESEARCH PROGRAM AND
RESEARCH INITIATIVE TO IMPROVE FOOD SAFETY
Agriculture Secretary Mike Johanns
announced that almost $2 million in funding has been redirected to
enhance research on bovine spongiform
encephalopathy (BSE) and that $5 million has been awarded to 17 colleges
and universities (including WSU) to establish a Food Safety Research
and Response Network. The BSE research funds, redirected by USDA's
Agricultural Research Service, will be used for new BSE projects
and facilities and build upon President Bush's fiscal year 2006 budget
proposal, which would increase BSE research by $7.3 million or 155
percent over 2005 funding levels. The newly funded projects include
international collaborations.
About $750,000 will go toward a biocontainment facility now under
construction at the ARS National Animal Disease Center in Ames, Iowa.
These facilities will eventually allow the long-term study of BSE
infection in cattle and other large animals, which can take a decade
or more.
USDA's Agricultural Research Service has been a leader in research
on transmissible spongiform encephalopathies (TSEs) such as scrapie,
which affects sheep, and chronic wasting disease in deer. ARS has
an annual budget of nearly $10 million for TSE research and 15 scientists
involved in the research, primarily in Ames Iowa, Pullman, Washington,
and Albany, California.
The Food Safety Research and Response Network, spearheaded by North
Carolina State University, will include a team of more than 50 food
safety experts from 18 colleges and universities (including WSU)
who will investigate several of the most prevalent food-related illness
pathogens. The group also will serve as a response team that can
be mobilized to conduct focused research to control major episodes
of food-related illnesses. Episodes could include investigation of
health problems associated with agricultural bioterrorism and the
deliberate contamination of agricultural commodities. USDA's Cooperative
State Research, Education, and Extension Service (CSREES) provided
funding for the award.
