RENTAL CAR CONTRACT CHANGE
Effective August 1, 2004 car rentals for official Washington State University business will be booked through Enterprise Rent-A-Car. This change is due to a new State of Washington 6-year master contract. WSU won't have a central bill option in place for the next 30-60 days. During this time, use the WSU Travel Charge Card or a personal credit card as your payment mechanism. Travel Coordinators at the department level will be notified when a central bill option becomes available.

Individuals may have prearranged for a Budget Rental car for travel in August. Travelers and Travel Coordinators will need to verify that all applicable insurance and damage waivers are have been purchased to avoid possible personal liability.

WSU PARTNERS TO PROVIDE A PNW WATER QUALITY MONITORING AND VOLUNTEER WORKSHOP
This second annual PNW Water Quality Monitoring workshop, held July 13-15, attracted 35 new and seasoned water quality monitoring specialists, volunteers and educators from agencies, cities, Conservation Districts, Land-grant and Sea-grant Extension, counties, universities (OSU, WSU, UI, UAK and Northwest Indian College) tribes, and watershed groups. The goal was to provide instructional interactive and hands-on experience in developing a monitoring plan and information on how to set up a volunteer program. Many of the participants were newly hired to monitor watershed water quality; others were seasoned monitors who plan to establish volunteer programs. "This is just what I needed" was a comment from several of the participants. The workshop was sponsored by the CSREES PNW Regional Water Quality Coordinating Team. Bob Simmons represents WSU Extension on the team and assisted in the development of the program. Mike Barber of the Washington Water Research Center also assisted with the program. The hands-on sessions were especially focused on the major TMDL measures. The agenda included how to do your homework, what to sample, how to measure water quality parameters and present the results plus a half-day session on how to establish a volunteer program. The workshop was held at the Canby Grove Conference Center, near Canby, Oregon adjacent to the Mollala River.

e-COMMERCE ONLINE NEWSLETTER DEBUTS
e-News, the Rural E-Commerce Extension Initiative's electronic update and news on issues surrounding the development of rural e-commerce, has been launched. You may subscribe by contacting Kathy Ibendahl. e-News is bi-monthly electronic newsletter produced by the Southern Rural Development Office. See the Web site and future E-Commerce e-News for details.

Since the Rural E-Commerce Extension Initiative began in fall 2003, efforts began to develop new e-commerce Extension curricula, identifying and cataloging available resources, and facilitating regional training programs. In the coming year, the momentum will continue. Additionally, new competitive grants program open to all Extension educators will become available. More regional workshops will be held to train trainers and share ideas. The project's e-library will continue to expand with the addition of e-government and e-community resources. In addition, the Southern Rural Development Office staff, Lionel J. "Bo" Beaulieu, Director and Kathy Ibendahl, Curriculum Specialist will take lead roles in launching the conversion of select e-commerce products to comply with the new e-Extension information protocol.

Watch for the Rural E-Commerce Extension Initiative Competitive Grants Program. This fall, the SRDC will announce a new competitive grants program designed to support Extension educators developing or expanding new e-commerce curricula.

HEFFERAN RELEASES REPORT TO THE PARTNERSHIP

e-EXTENSION GOVERNING COMMITTEE NAMED
A Governing Committee for e-Extension will establish and govern policy decisions regarding e-Extension on behalf of ECOP and Extension Directors and Administrators. The Governing Committee includes one representative from each National Association of State Universities and Land Grant Colleges (NASULGC) region, one representative chosen by CSREES, the Director of Extension and Outreach (NASULGC), and the Chair of the Program Subcommittee of ECOP. Members are Dalton McAfee, 1890 region; Paul Coreil, Southern region; Elbert Dickey, North Central region; Karen Hinton, Western region; Lavon Bartel, Northeast region; Linda Williams Willis, Chair, ECOP Program Subcommittee; Dick Wooton, Director, Extension and Outreach, NASULGC; Greg Crosby, CSREES. This group may decide to include some at-large members, within guidelines that the Governing Committee will consider as part of Rules of Operation. The initial meeting for the Governing Committee was July 25.

DAN COTTON NAMED e-EXTENSION DIRECTOR
Dan Cotton, Director of the Communications and Information Technology unit at the University of Nebraska-Lincoln, has been named as director of the Cooperative Extension System’s e-Extension initiative effective September 1, 2004. He will head up a collaborative effort between the nation’s land-grant universities and USDA’s Cooperative State Research, Education, and Extension Service to develop both content and technology for the e-Extension project. Cotton, who will remain based at the University of Nebraska-Lincoln, will be assisted by associate directors for content development and information technology. Neither of these positions has been filled at this time. More information on the initiative is available at http://e-extensionproject.info.

BILL GRAY TO LEAD EXTENSION PROGRAMS WITH URBAN FOCUS
After a sabbatical of one year from the university, Dr. Bill Gray is returning to his tenure home in the Department of Community and Rural Sociology. His early career was in Cooperative Extension as County Agent, Area Agent, County Chair and Program Administrator. In the early 1980's, he left Cooperative Extension to initiate a university-wide public service program—a challenge that continues to this day. In 1986 he was asked by then President Samuel Smith to develop plans for a WSU campus in Spokane. He became its founding dean, and when he stepped down last year as CEO and Dean of WSU Spokane, he was the senior administrator at WSU with the longest tenure. Dr Gray has worked extensively on the interface between education and economic development (in both rural and urban settings), and has written extensively on planned change. Mid-way through his initial extension career, Bill completed the PhD degree in Urban and Public Affairs at Portland State University. He is looking forward to working in the areas of urban development, public policy, and community studies. He can be reached via email.
