DIRECT DEPOSIT OF EMPLOYEE REIMBURSEMENTS NOW AVAILABLE
Business Services recommends all WSU employees take advantage of
direct deposit to their financial institution for reimbursement
of travel and other employee expenses. To enroll, complete an
Accounts Payable/Travel Direct Deposit Authorization form which
is available at Travel Services in French Ad room 240 or from
the Travel Services Web
site then
select Direct Deposit. Even if you have direct deposit of your
paycheck, you must complete this form for direct deposit of travel
and other employee expenses.
Submit the completed authorization form and a voided check to Travel
Services at campus zip 1025. Employees will be notified by e-mail
when each direct deposit transaction is processed.

PROFESSIONAL DEVELOPMENT COMMITTEE REQUESTS INPUT
WSU Extension administration has appointed the Professional Development
Committee to make recommendations for improvements in professional
development. However, before the committee can make those recommendations,
we need your help in articulating development needs and how you
would best like those needs met. To better assist us in the development
of a Professional Development Program, we have developed a survey
that is designed to collect information directly from Extension
personnel working in various locations, program areas, and positions.
The information from this survey will be used to develop recommendations
for curriculum and educational materials for upcoming workshops
and training sessions. Responses will be used to guide future
planning and will remain anonymous.
Please
take 10-15 minutes today to complete
the survey. This survey
will be used to assess the current attitudes and
practices involving professional development opportunities in
the organization, to aid individuals in identifying professional
development opportunities, to develop a coordinated strategy
for informing Extension personnel about professional development
opportunities, and to aid in planning for future decisions about
professional development needs in WSU Extension.
WSU MASTER GARDENER ADVISORY COUNCIL
WSU Extension is pleased to announce the formation of the WSU Master
Gardener Advisory Council. The first meeting of the Master Gardener
Advisory Council is February 26th. The purpose of the council
is to provide an official, structured mechanism for providing
input into the statewide priorities and direction of the WSU
Master Gardener Program. The council provides an avenue for proposals
and inquiries from county, affiliate, and WSU personnel. The
council will gather and dispense information and resources focused
on, but not limited to, the general program areas of education,
promotion and development, and statewide program coordination
relating to the WSU Master Gardener Program. Master Gardener
program staff are encouraged to contact any of the ten council
members with questions, concerns, and ideas regarding the WSU
Master Gardener Program.

STATISTICAL CONSULTING CENTER
The Statistical Consulting Center at WSU is a sub-unit of the Department
of Statistics that provides statistical consultation to WSU faculty,
staff, and students. In addition, the Statistical Consulting
Center serves as a professional resource in the Pacific Northwest
to external agencies whose work includes applied statistical
modeling and inference. The Center staff participates in interdisciplinary
research projects having substantial statistical and computational
components. By virtue of annual subsidy, the Center is able to
offer limited statistical consulting for faculty, and staff associated
with College of Agricultural, Human, and Natural Resource Sciences
projects without charge. A flexible rate structure is maintained
for accommodating other clients. To discuss ways that the Statistical

WASHINGTON COUNTS: CHANGES IN INCOME AND POVERTY
The second bulletin in the Washington Counts in the 21st Century
series entitled "Changes in Income and Poverty in Washington
State: 1989 - 1999," (EB1973E) is available online at http://www.crs.wsu.edu/wacts21/wacts21.html as

Extension Publications. This series of bulletins, authored
by Dr. Annabel Kirschner, examines changes in Washington counties
and how these changes conform to or diverge from broader state
and national trends.
During the 1990s the state and nation experienced one of the longest
economic recoveries since WWII. However, the economic gains of
this recovery were not equally distributed throughout the state.
This issue of Washington Counts reports on state and county income
trends during this time period.
HUMAN DIMENSIONS OF FAMILY AND FARM FORESTRY INTERNATIONAL SYMPOSIUM

2004 NATIONAL RURAL DEVELOPMENT CONFERENCE
"Sharing Our Gifts, Celebrating Our Diversity" is the theme
of the National Rural Development conference in Portland, OR, March
22-25, 2004. This conference includes more than 90 training sessions
on environmental systems management, water and wastewater system
operation and maintenance, solid waste management, rural and self-help
housing, risk management, tribal community development, agricultural
worker health and housing programs, financing for rural communities
and network development. Several sessions will be offered in Spanish.

PUBLIC ISSUES LEADERSHIP DEVELOPMENT CONFERENCE IS MAY 2-5, 2004
The Joint Council of Extension Professionals announces that the
2004 Public Issues Leadership Development (PILD) Conference is
scheduled May 2 through 5 in the Washington DC area. This year's
conference theme is "Public Policy: From County to Congress." The
conference will be held at the Doubletree Hotel in Crystal City,
Virginia and is designed for all Extension professionals. It
offers an opportunity to learn first hand about interacting with
legislators, as well as understanding public policy issues and
how they impact Extension and Extension clientele. For more information

NRI SEEKS APPLICATIONS FOR ANIMAL & PLANT
BIOSECURITY PROGRAM
The National Research Initiative Competitive Grants Program announced
its FY04 request for applications for the Animal component of
the Animal and Plant Biosecurity
Program.
In FY04, the animal biosecurity program will focus on two poultry
diseases only: Avian Influenza Virus or Exotic Newcastle Disease.
The program solicits multi-disciplinary, multi-institutional
proposals that link research, education, and extension to prevent
or mitigate possible future losses for either of these diseases.
Letters of intent are requested by May 1, 2004. Full proposals
must be received by June 15, 2004. Please consult the complete

UNIFIED
BIOTECHNOLOGY WEB SITE LAUNCHED
We are pleased to announce the launch of the U.S. Regulatory Agencies
Unified Biotechnology Web site. This Web site provides information
about the U.S. oversight system for products of modern biotechnology.
It includes information on the roles of the regulatory agencies
and links to relevant statutes and regulations. The centerpiece
of the Web site is a searchable database containing information
on all genetically engineered crop plants intended for food or
feed that have completed the recommended or required reviews
for food, feed, or planting use in the United States. Construction
of the Web site and database has been a joint effort undertaken
by the Department of State (DOS), the U.S. Department of Agriculture
(USDA), the Environmental Protection Agency (EPA), the Food and
Drug Administration (FDA) and the U.S. Geological Survey (USGS).

CSREES NPL FOR GLOBAL CHANGE AND CLIMATE NAMED
Louie Tupas is the new Cooperative State Research, Education, and
Extension Service (CSREES) National Program Leader for Global
Change and Climate. Louie comes to CSREES from the National Science
Foundation where he was the associate director for the Arctic
System Science Program in the Office of Polar Programs. Since
1994, Tupas has been an assistant research scientist, Department
of Oceanography, School of Ocean and Earth Science and Technology,
at the University of Hawaii at Manoa. He can be reached at 202-401-4926
