INPUT REQUESTED ON EXTENSION ENGAGED TOPIC
Scott Fedale has been working with Cindy Kaag and some of her colleagues from the WSU library on producing an "Extension Engaged" satellite broadcast on "Managing Your Electronic References" as a follow up to some on-site training Cindy has presented at the Puyallup and Mt. Vernon R & E centers as well as the TFREC at Wenatchee and the all Extenson conference last year in Pullman.

Cindy said that she received quite a bit of feedback indicating that Extension faculty and staff felt it would be useful to have instruction on, so they can quickly retrieve information on publications on a particular topic or by a particular person.

The idea we're working on would focus on some new techniques and software available for reference management, including programs like EndNote, ProCite and RefManager, which let individuals create their own databases from the materials they find doing regular database bibliographic searches.

We want to gauge how much interest there is in this type of program so we can decide whether or not it's worth our time and effort to produce a program on this topic in the near future.

So if you would be interested in seeing a program on the topic I've described above, please let Scott know via email. And if you have any particular things you'd like to see included in a program about this topic, please let him know that as well.

JANUARY 1ST: MILEAGE REIMBURSEMENT RATE INCREASES
The standard mileage reimbursement rates for the use of privately owned vehicles on University business will increase from 34.5 to 37.5 cents per mile effective January 1, 2004, as set by the Internal Revenue Service. Privately owned motorcycle reimbursement rates will increase to 28.5 cents per mile. Private aircraft reimbursement rates will increase to 99.5 cents per direct air mile. The standard mileage rate to use when computing the deductible costs of operating an automobile for moving expenses purposes will also increase from 12 to 14 cents a mile effective January 1, 2004.

New rates should be used for POV mileage that takes place on or after January 1, 2004. Any questions can be directed to Michelle Ely @ 509-335-2827.

58th WASHINGTON STATE LEGISLATURE
The 2004 Regular Session of the 58th Legislature convenes on Monday, January 12, 2004. Be sure to follow the Olympia Updates. Olympia Update No. 1 for the 2004 Legislative Session, published on December 19, 2004 included news the Governor boosts WSU enrollments and support for limited phase of Spokane Academic Center. A supplemental operating budget that spends surplus state reserve monies to put more students in college and "build better lives" was unveiled today by Gov. Gary Locke. Tucked in the governor's budget were special funding packages that will provide $1.5 million to WSU technology research programs, $1.4 million to add 288 WSU undergraduate students, and a funding pool to serve enrollments in high-demand programs like nursing, technology, and special education.

CENTER TO BRIDGE THE DIGITAL DIVIDE (CBDD) E-SAFETY PROJECT
Center to Bridge the Digital Divide is keeping an up to date one page description of the Pacific NW E-Safety Project (pilot deployment and demonstration) at http://www.cbdd.wsu.edu/, click on E-Safety, click on current work.

Of particular significance is that E-Safety is cooperating fully and coordinating with the NW-WARN information sharing systems development and deployment coordinated by the Pacific NW Economic Region. NW-WARN is a front-edge pilot for the U.S. Department of Homeland Security's DHSinfo.gov, an expansion to "all hazards" of an innovative but more limited FBI initiative in Dallas Texas area.

Also, E-Safety in the NW is emphasizing and obtaining ongoing involvement and participation by transportation authorities, as seen in the Northern Virginia project. It is a principle of E-Safety that handling day-to-day traffic accidents very well is good practice for dealing with terrorist attacks of much greater magnitude. Washington State DOT and Washington State Patrol are becoming more skilled at this month by month because of deliberate top management emphasis. The annual economic damage from poor response and recovery from incident-caused road blockage that happens every day in America is in the billions of dollars.
