NATIONAL
LEADERSHIP SEMINAR REPRESENTATIVES
Two WSU Beach Watcher volunteers, Fred Terrel and Rudy Deck, will
accompany Don Meehan, Island County chair, and Blair Wolfley, SW
District Director, to the March 17-19 National Leadership Seminar
in Washington, DC. Hosted annually by NASULGC (National Association
of State Universities and Land Grant Colleges), WSU CE has sent
a delegation to the leadership seminar on an alternate year basis.
Jim Lindstrom hosted the group to Washington DC in 2001. The volunteers
and our staff will attend seminars on the federal legislative process
after a briefing here at home regarding WSU and WSU CE federal priorities.
They will have the opportunity to visit legislative assistants and
the offices of our senators and congressman, as schedules allow
during the busy March season in the nation's capital. A session
on building strategic alliances and potential funding opportunities
with federal agencies will be included on the agenda and a choice
of visits to Natural Resource Conservation Service (NRCS) and/or
the Department of Health and Human Services (DHHS).
LIZANN
POWERS-HAMMOND TO LEAD CHILDREN'S OBESITY INITIATIVE
Lizann Powers-Hammond, family living faculty in Benton County, is
serving as the state Extension Coordinator for Children and Weight
Programs. Lizann has a strong background in nutrition and weight
programming, as well as expertise in eating disorders. She will
be in contact with Extension family and youth educators about opportunities
for programming and resources related to child obesity. Thanks Lizann,
for giving leadership to this important issue!
JIM
FREED WILL LEAD HOMELAND SECURITY RESPONSE TEAM
Jim Freed has been selected to lead WSU Extension's Homeland Security
Response Team beginning March 1, 2003. Jim is looking forward to
working with all who are interested in developing programming in
this arena. Jim has been WSU Extension's point person for the Extension
Disaster Education Network (EDEN) and will help us integrate that
nation wide system with our programming. Jim will be working with
you to develop grant writing teams, partnerships with agencies and
other WSU colleges, Web sites, curriculum and programming. You can

CAHE
UPDATE TO CONCIDE WITH ADVISORY COUNCIL AND WSU SHOWCASE
The spring edition of the "CAHE UPDATE" satellite broadcast
will take place Friday, March 28, from 10:00 - 11:30 am, T-101 on
the WSU campus.
This
edition will feature an update on the Center for Sustaining Agriculture
and Natural Resources, the proposed School of Natural Resources,
and the CAHE Advisory Council. The timing of the CAHE Update coincides
with the WSU World Class Face to Face Showcase. Showcase allows
for many of the college advisory committees to meet on Friday the
28th jointly with President Rawlins, attend the Honors Convocation,
and recruiting festivities on Saturday of interest to high school
juniors considering attending WSU.

USE
OF "WECN" SYSTEM SKYROCKETS IN FEBRUARY
The use of our Washington State Educational Conferencing Network
(WECN) reached an all
time high in February, with 155 events taking place on the system.
The use of the videoconferencing system to deliver classes occupied
73 of these events, with CAHE and CE regularly scheduled weekly
meetings responsible for another 16, and CAHE and CE single or multiple
event meetings accounting for another 49 events.
In
this latter category, two CAHE department heads used WECN to conduct
several annual reviews; the 4-H Challenge program had a meeting
involving 7 locations across the state; the system was used for
Purchasing Card training by BFO and for a training session by HRS;
candidate interviews for the 4-H Foundation director position were
done via WECN; a planning session for a class to be taught involving
Ohio State and Colorado State was conducted and an evening seminary
to the University of Idaho was delivered by a faculty member at
Puyallup.
In
addition, the WECN system was used for 17 non CAHE/CE meetings by
other units and colleges on the Pullman campus, such as a planning
meeting for a CBE undergraduate program, a meeting of the Marketing
faculty, three candidate interviews and a finance presentation to
Tri-Cities and Vancouver.

you've never used our WECN system, you ought to give Randy Cross
or Scott Fedale a call and find out more about it and how it can
be used to meet your program planning, training, meeting or program
delivery needs.
FYO3
FEDERAL BUDGET INCLUDES INCREASE FOR EFNEP
The current federal fiscal year budget, FY03, completed its long
arduous process to final approval. The federal budget for EFNEP
(Expanded Food and Nutrition Education Program) was increased 3%,
to be distributed among the states. This is good news as we hope
to continue to ask for additional increases for EFNEP through the
hard work of the BOHS (Board on Human Sciences) and ECOP (Extension
Committee on Organization and Policy) joint task force. EFNEP coordinators
throughout the country will soon receive a Tool Kit and documents
and suggested activities regarding the requested increase in FY04
and subsequent years. As a member of the task force, Linda Fox would
be glad to answer questions after the Tool Kit is received.
CYFERNET:
AN EXCELLENT RESOURCE
A free monthly email update listing all the new resources that have
been added to CYFERnet (Children, Youth and Families Education and
Research Network) in the previous 30 days is available. The update,
complete with full web addresses and sorted by the major CYFERnet
categories, is an easy way to keep track of the latest materials
added to the CYFERnet resource database. If you have not signed
up for this update yet, be sure you do! It is an easy way to have
hundreds of research-based children, youth and families resources
available to you all the time without having to search for them!

WSU
TELECONFERENCE BRIDGE
For the past couple of weeks, Information Technology has been asking
WSU customers in need of audio conference bridge services to use
a commercial service provided by ClearOne Communications. The rate
per conference participant has been $.10/minute plus long distance
charges. ClearOne has now informed us that they have a toll free
rate available at $.15/minute/participant that should help reduce
the cost to WSU customers. For calls originated from the WSU phone
system this will save $.09/minute/participant. Effectively immediately
IT will be converting existing reservations to the new toll free
service and conference participants should begin dialing the toll
free number, 800-630-9030, to access the conference service. All
other procedures will remain the same. This change was made quickly
and without much notice as the old method was being billed at the
$.15 rate even though a toll number was being called (the additional
charge will not be passed on to departments.)
The
new conference bridge is in the process of being ordered and we
are still hoping to have it in place close to the first of April.

SCHEDULE
Next week, Mike returns from Washington DC on Wednesday. He and
Provost Bates present WSU CE to the Regents on the Thursday, March
13 in Pullman. Mike will remain in Washington state through March
20.
Linda
will be in Pullman Monday and Tuesday next week. The remainder of
the week and through March 21, Linda will be on annual leave. Linda
will then attend the meeting of the western region experiment station
directors and return to Pullman Thursday, March 27.
