IFAFS
FUNDING TO TOTAL $1.3 BILLION BY FY06
Congress
just released the final text of the 2002 Farm Bill. Because of the
great interest and activity over IFAFS, we are providing this update.
A series of reports on the final outcome of the Farm Bill negotiations
will be released over the coming days. For the first installment
on the Farm Bill, here is the status on the Initiative for Future
Agriculture and Food Systems (IFAFS). The House bill amends section
401(b)(1) of the Agricultural Research, Extension, and Education
Reform Act of 1998 (7 U.S.C. 7621(b)(1)) to provide a total of $1,160,000,000
to be transferred from the Treasury in equal increments for each
fiscal year beginning on October 1, 2003 through September 30, 2011
beginning on October 1, 2003 with $120,000,000; on October 1, 2004,
$140,000,000; on October 1, 2005, $160,000,000; and on October 1,
2006, and each October 1 thereafter, $200,000,000. Specifically,
IFAFS funding is for critical emerging agricultural and rural issues
for research, extension, and education grants related to: (A) future
food production; (B) environmental quality and natural resource
management; (C) farm income; or (D) rural economic and business
and community development policy.

and Shirley Broughton, community diabetes education. Presenters
will describe the diabetes population in Washington, the current
research, and the extension diabetes education program on lifestyle
and self-management to help people with diabetes live well and reduce
their risk of complications. Interested faculty and staff in Pullman

Circuit
Rider
The April issue of the Circuit Rider, published by the Western Rural
Development Center, is now available at http://extension.usu.edu/wrdc.
The feature article is on the use of national service volunteers
to expand the capacity of extension programs. The article is written
by Tami L. Moore, an AmeriCorps volunteer and Promise Fellow in
Latah County, Idaho. The issue also contains announcements regarding
upcoming meetings, resources for rural development, and employment
opportunities.
